Delhi Approves PARIVARTAN Vehicle Scrappage Scheme

The Delhi government has approved the PARIVARTAN vehicle scrappage scheme, aimed at accelerating the removal of old and polluting vehicles from the capital's roads. The scheme provides a structured framework for owners of end-of-life vehicles to scrap them at authorised facilities and avail of incentives while switching to newer, cleaner alternatives.

Under the scheme, petrol vehicles older than 15 years and diesel vehicles older than 10 years — which are already restricted from plying in the National Capital Region under National Green Tribunal directions — can be voluntarily surrendered. Owners receive a certificate of deposit that can be used to claim rebates on road tax and registration charges for the purchase of a new vehicle.

The initiative aligns with the Union government's Vehicle Scrappage Policy announced in 2021, which promotes a network of Registered Vehicle Scrapping Facilities (RVSFs) and Automated Testing Stations (ATS). By formalising the disposal of unfit vehicles, the policy seeks to recover recyclable materials such as steel and reduce dependence on imported raw materials.

Officials have highlighted air quality improvement as a central objective, given that vehicular emissions are among the largest contributors to particulate pollution in Delhi. The scheme is expected to be implemented in phases, with public awareness drives and dedicated collection points to ease compliance for vehicle owners.
